The St. Paul Academy and Great Beginnings Pre-School and Child Development Center are governed by the St. Paul Board of Education. The Voters' Assembly of St. Paul Lutheran Church elects the members of this volunteer board. The Board members serve a two-year term and may be re-elected to serve a total of four years at a time.
